Penguin Ice Wikis:Bureaucrats
From Penguingame Studio
Bureaucrats are users who have powers a regular administrator can't, such as making bot flags and adding/removing certain user groups. They can also rename users and delete batch pages. The groups that they can add to other users include administrators, mentors, bots, check users, and interface administrators. However, they can only remove the mentor and check user rights.
